Princess fine is it too steap?

Princess Cruiselines have been fined $20,000 for dumping water from onboard swimming pools into the protected waters of Glacier Bay National Park and Preserve. Apparently more than 66,000 gallons of chlorinated pool water from six pools and spas onboard Golden Princess were flushed into the marine preserve after a software malfunction caused the pool dump valves to open in 2011.
Now as this was a technical malfunction and not a blatant human error should the cruiseline be fined that much, or even at all? When I was a crew member, on joining any ship in the Celebrity fleet you went through 2 weeks of rigorous training. Included in this training we had the Environmental officer talk about waste at sea and the do's and dont's. For instance did you know that any pool waste such as this blog mentioned should be ejected when the ship was at least 15 nautical miles away from any land mass? See I did take notice in some of the training!
